Our people
Our people provide the leadership and expertise that guide the work of the Leasehold Advisory Service.
The organisation is overseen by a Board appointed by the Ministry of Housing, Communities and Local Government. The Board sets LEASE’s strategic direction and ensures we operate independently, transparently and in the public interest.
Lease Board
The Board provides leadership, sets the organisation’s strategic direction and oversees the effective and transparent management of LEASE. Board members follow the Nolan Principles of public life and comply with LEASE’s code of conduct.
Board members
Martin Boyd, Chair
Martin Boyd has been a prominent advocate for leasehold and commonhold reform for over 15 years. He has a wealth of experience and is Chair of the Leasehold Knowledge Partnership, where he campaigns on behalf of leaseholders and provides advice on how they can challenge their freeholders and managing agents.
He was appointed as Chair of LEASE to champion the rights of leaseholders and park home owners. His appointment aligns with the government’s reforms and aims to provide greater impact for leaseholders.
Kim Caddy
Kim Caddy is a chartered accountant with leadership experience in both the public and private sector. Her role as Cabinet Member for Housing, and Opposition Deputy Leader at Wandsworth Council has given her direct insight into the issues faced by leaseholders and experience of working with both government and other stakeholders to find solutions.
Kim has spent over 10 years as a member of audit and risk committees, and has experience of chairing organisations and committees, including the Association of Retained Council Housing. Kim has seen first-hand the problems and unfairness faced by leaseholders and uses her extensive experience to support LEASE’s mission to improve outcomes and become a voice for leaseholders and park home owners.
Paula Higgins
Paula Higgins is the founder and CEO of HomeOwners Alliance, which exists to restore trust in home ownership, and lobby for policies and industry practices to get a better deal for homeowners and those who aspire to own. HomeOwners Alliance also gives practical help and support to homeowners facing some of the biggest and most complex decisions of their lives.
Before setting up HomeOwners Alliance, Paula worked for 15 years as a civil servant for the UK and EU, specialising in buildings, planning and the environment.
Emer McNally
Emer McNally is the non-executive board member responsible for digital change at LEASE.
Following a distinguished career as Global CIO for a number of major international companies, where she successfully drove large-scale complex change programmes and customer-centred digital transformation, she brings deep strategic vision and pragmatic experience to the Board.
Wendy Wilson
Wendy Wilson began her career in housing within local government, specialising in homelessness and housing advice. In 1991 she joined the House of Commons Library as its housing specialist and was appointed Head of Social Policy in 2014. In this role, she advised MPs and their staff on all aspects of housing policy and law, and authored papers on leasehold legislation and related issues.
After retiring in late 2023, she joined LEASE’s board, and serves as Chair of the People and Pay Committee. In December 2025, she was appointed as one of two specialist advisers supporting the Housing, Communities and Local Government Select Committee in its scrutiny of the draft Commonhold and Leasehold Reform Bill.

Our executive team
Our Chief Executive is responsible for the day-to-day leadership of the organisation and delivery of our strategy.
CEO: Dr Kion Ahadi
Dr Kion Ahadi brings over 20 years’ leadership experience across legal services, regulation, housing, and digital transformation. Before joining LEASE, he was Chief Executive of LegaMart and Director of Strategy, Futures and Insight at the Law Society, where he led organisation-wide strategy, digital transformation, and the use of data and insight to support policy, regulation and service delivery. He also serves on the board of Gateway Housing.
As Chief Executive, Kion is leading LEASE through its next phase of transformation, with a focus on modernising services through digital and self-service tools and strengthening LEASE’s role as an authoritative source of data and insight to support better outcomes for leaseholders and the wider housing sector.
