I purchased my flat under the Right to Buy and was informed that my service charges would not go above a certain amount during a reference period. Can I be asked to pay extra during this period?

The Council can make an allowance for inflation over and above the sums mentioned in the Section 125 notice provided to you when you purchased the flat, but otherwise they must stick to the notice.
