Can I force the landlord to provide a landlord’s certificate?

No, you cannot force your landlord to provide a landlord’s certificate.

However, if your landlord has not provided a landlord’s certificate, when they should, they will not be able to pass on costs to you for repairing your building’s historical safety defects, such as cladding.

Until they provide the certificate, they are presumed to be responsible for the relevant defects and to have met the net wealth threshold, that prevents them from charging you for this type of work through the service charge.
