Is the owner of the flat above mine allowed to remove their carpet and have floorboards, even though it's very noisy? The lease is silent in this regard.

If there is no restriction on carpet or floor covering within the lease, a leaseholder can have any type of flooring provided it complies with other terms of the lease and any relevant legal requirements. There is currently no specific restriction on having wooden flooring in flats.
